Let me begin with the term "facility security clearance (FCL)". Americans define it clearly at https://www.dss.mil/GW/ShowBinary/DSS/isp/fac_clear/per_sec_clear_p... . Thanks to Agreement between the Government of the Republic of Poland and the Government of the Republic of Bulgaria on Mutual Protection and Exchange of Classified Information ( http://orka.sejm.gov.pl/Druki4ka.nsf/0/66D41572B1EEC6AAC125706F0034... ), I'm able to give you not only Polish equivalent "świadectwo bezpieczeństwa przemysłowego" but also Bulgarian equivalent "удостоверение за сигурност".
