Is it possible to do a phd on competitive intelligence ?

With unknown awareness or existence of such an activity in the Indian Firms,  is it possible  to do a doctrate work on competitive intelligence ?  Where digging the data may still be confused with espionage.... are we ready for Competitive Intelligence ?
